    Saudi Arabia ranks first globally in digital readiness index

    RIYADH — Saudi Arabia has ranked first globally in the 2025 Digital Readiness Index issued by the International Telecommunication Union, scoring 94 out of 100 and achieving the “very high” classification.

    The Kingdom climbed from fourth place last year, when it scored 90 points, to lead the global rankings ahead of Finland and Germany, which both scored 93 points, followed by the United Kingdom with 92, Norway with 91, and France with 90.

    The index measures national digital readiness through 117 indicators across nine main pillars, assessing areas such as telecommunications policies, technology frameworks, and governance systems.

    The Kingdom’s inclusion in the “very high” category — a tier limited to a small number of countries — highlights the strength of its regulatory and institutional frameworks, as well as its ability to adapt to fast-evolving technological changes.
