    Saudi Arabia reaffirms full support for Palestinian government’s reform program

    BRUSSELS — Saudi Arabia, the European Union (EU), and Norway co-chaired on Monday the ninth meeting of the Global Alliance for the Implementation of the Two-State Solution, with the participation of representatives from 83 countries and international organizations.

    Saudi Arabia was represented at the meeting – hosted by the EU in partnership with the Belgian Ministry of Foreign Affairs in Brussels – by Minister Plenipotentiary at the Ministry of Foreign Affairs Manal Radwan.

    In her speech, Radwan affirmed the Kingdom’s full support for the reform program led by the Palestinian government, as a step toward its return to the Gaza Strip within the framework of preserving the unity of Gaza and the West Bank. She emphasized that stability cannot be a substitute for sovereignty.

    Radwan said the current challenge lies in turning the fragile ceasefire into irreversible progress toward peace, stressing that security and a political solution are inseparable, and that any stability without a credible political horizon will be temporary and unsustainable.

    Radwan noted that implementing United Nations Security Council Resolution 2803, alongside the comprehensive plan and support for the Board of Peace’s efforts, provides a genuine window to align ceasefire, humanitarian relief, governance, security, and reconstruction tracks within an integrated framework. She stressed the need to ensure the full and unhindered delivery of humanitarian aid, while advancing early recovery and reconstruction efforts in a manner that avoids duplication.

    Radwan stated that disarmament must be addressed within a broader political and institutional framework grounded in legitimacy, with a clear end goal of realizing a Palestinian state. She warned that the situation in the West Bank is witnessing a serious escalation that threatens the two-state solution, stressing that the protection of Palestinian civilians is acore element of any effort to achieve stability.

    She also affirmed the Kingdom’s support for initiatives that strengthen protection, the rule of law, and the institutional capacity of Palestinian bodies, including support for the police and justice sectors.

    Radwan said any security arrangements will not be sustainable without respect for international law and rejection of measures that entrench occupation. She stressed that the role of any international stabilization force should be time-bound and supportive of Palestinian institutions rather than a substitute for them, adding that regional security cannot be separated from Palestinian security. Radwan emphasized that achieving sustainable peace requires a broader framework that addresses mutual security concerns, respectssovereignty, and prevents escalation.

    Radwan said the New York Declaration constitutes an important reference for linking security arrangements to a credible political pathway toward the realization of a Palestinian state. “Any effort toward stability must lead to the establishment of an independent Palestinian state along the 1967 borders, with East Jerusalem as its capital,” she said while reaffirming the Kingdom’s commitment to working with its partners in the alliance to achieve a just and comprehensive peace.
